UserInfo 保存在flash里，offset = 0x800000； UserId从1开始。
g_BMCInfo.UserInfoTbl[0]: UserId = 1

g_BMCInfo.UserInfoTbl[2]: UserId = 3

4. SessionTblInfo
所有的当前会话信息均保存在SessionTblInfo里，Init_SessionTbl用来初始化结构体。
